Suspended Code Officer Is Working On Shelter Island While Collecting Pay From East Hampton Town

An East Hampton Town code enforcement officer who has been suspended from duty for nearly a year—with pay—also has now been hired by Shelter Island Town to serve as its fire marshal.

The code officer, Arthur Bloom, was suspended without pay for 30 days last December after a dozen disciplinary charges were filed against him. Town officials have declined to discuss the charges filed against Mr. Bloom, citing confidentiality requirements when it comes to personnel issues.

But in accordance with civil service guidelines, after the 30-day maximum that an employee can be suspended without pay, his $1,000 weekly salary was reinstated.

Mr. Bloom, 70, a retired phone company executive who was hired by the town in late 2014, was subsequently placed on administrative leave, according to Supervisor Larry Cantwell, while a disciplinary hearing was arranged.

The first session of a disciplinary hearing, which commonly spans several meetings between the parties, was held in March. Two subsequent sessions were held, the last in early May.

Since then, both sides have been awaiting a decision by the disciplinary hearing judge, Eileen Powers, and has continued to collect a paycheck from East Hampton Town.

Mr. Bloom had initially invited a reporter to attend the hearings, but his attorney, Paul Levitt, asked that the hearings not be public.

In June, Mr. Bloom was hired by Shelter Island Town to be its fire marshal. He is paid $25 an hour. The resolution that hired him, according to town records, says the role is not to exceed 10 hours per week.

Mr. Bloom was hired by East Hampton at a rate of $24 an hour. According to the town’s Finance Department, he now earns just over $25 an hour for a 40-hour work week, or $2,043 per bi-weekly pay period.

Mr. Levitt said he could not comment on the case against Mr. Bloom.

This is ridiculous. Can it really be that hard to fire an employee? They should have just given him a lump sum of,$25k to get him the heck off the payroll. What a waste of taxpayer money!!!
