Man Charged With Violating Leandra's Law Clocked In At 106 MPH

State Troopers arrested a Glen Cove man on New Year’s Eve for drunk driving on Sunrise Highway near Hampton Bays—at speeds topping 100 mph, and with three preteen children in the vehicle.

State Police said they stopped the eastbound Dodge Ram pickup driven by Mark E. Palmer, 49, at about 3:15 p.m. on December 31 after clocking the vehicle at 106 mph just west of Exit 65 in Hampton Bays. Traveling with Mr. Palmer in the vehicle were his three children, ages 6, 9 and 11.

Authorities said Mr. Palmer appeared intoxicated and failed field sobriety tests.

He was charged with aggravated DWI, a felony, in violation of Leandra’s Law, as well as endangering the welfare of a child, a misdemeanor, and several traffic violations. Leandra’s Law heightens DWI charges automatically to a felony if there are minors in the vehicle.

The children were released to a family member. There were no injuries reported.

Mr. Palmer was held overnight in the State Police barracks in Riverside. He was arraigned New Year’s Day in Southampton Town Justice Court and released after posting $4,900 bail. He is scheduled to return to court on Friday, January 30.
