Date set for approval of Oakland Farms subdivision in Quiogue

The Oakland Farms subdivision in Quiogue has been slated for final approval by the Southampton Town Planning Board on October 23.

The 33-lot subdivision will be on a 50-acre lot bordered by Peters Lane on the east and Adam Lane and Jeffrey Lane on the west and just north of the headwaters of Aspatuck Creek, which is the watershed to Quantuck Bay. The property is just outside the border of the Village of Westhampton Beach.

Though residents of Westhampton Beach petitioned the village this summer to request that the Oakland Farms property be purchased by the town, the town declined, due in part to the severe decline in the amount of revenue coming into the town’s Community Preservation Fund as the pace of real estate transfers has slowed.

The lots in the subdivision are already listed for sale with Kerrigan Country Realty in Westhampton Beach. Prices range from $560,000 for an empty 0.9-acre lot to $1.3 million for the most expensive 3,000-square-foot custom home.

At a public hearing in July, neighbors of the proposed subdivision expressed concern about its proximity to Aspatuck Creek and the numerous abandoned test wells along Peters Lane and in the woods surrounding the property, which is just to the south of Gabreski Airport. The wells had been installed several decades ago after a suspected fuel spill at the airport.

Though the project received preliminary approval two years ago, environmental advocates continue to decry the Planning Board’s decision to not require an extensive environmental review of the property.

In particular, Group for the East End President Bob DeLuca said that any comment he could make on the project now would be a “post-mortem” since the project was so close to a final approval. Mr. DeLuca, who serves on the Gabreski Airport Community Advisory Board, said that he’d heard testimony years ago that airplane wheels would be 36 feet above the northernmost house in the subdivision on takeoff, but that warning was never heeded.

“You’ve gotta take this law seriously,” Mr. DeLuca told the board in July, after a summer in which he had repeatedly criticized the Planning Board for not requiring an environmental impact statement on the Water Mill Station shopping center and a proposed 57-lot subdivision, Woodfield Gables, in Speonk.

On October 9, Planning Board members heard testimony from Bruce Anderson of Suffolk Environmental Consulting who said that it would be logistically impossible to re-configure the lots in the subdivision to move them farther north, as had been suggested by the town’s Conservation Board. Planning Board Chairman Dennis Finnerty also said that he disagreed with the Conservation Board’s suggestion that the driveways in the subdivision be constructed of permeable material in order to curb road runoff.

The Planning Board is awaiting more comment from the town’s Conservation Board, which is expected to review the project on October 22. The final Planning Board approval is scheduled to be granted on October 23.

The Planning Board also is expected to give its final approval on October 23 to the conversion of the Allen’s Acres motel on Ponquogue Avenue into a 24-unit condominium complex.

The Oakland Farms Subdivision is further proof that if a developer has his 'people' lined up from the beginning, it is only a matter of time before permission to build is granted. It's unfortunate that this 50+ acre of land, which was labled as environmentally sensitive from many sources, including the Town's own Conservation Board, was not protected with CPF funds. Perhaps if this land was located east of the canal, the decision to build would have been different.

I bought on Bridle Path in the 90's and at the time the properties on the backside of that development were non-existent. The Realtor swore they were protected. I debated buying further back in the development but didn't feel like building from scratch. Glad I didn't seems my woodsy neighbor would now be a development.
