Southampton Village Considering Valet Parking To Ease Stress During Summer Months

The Southampton Village Board is considering creating a valet parking system in the municipality.

According to a presentation by Jack Wasserman at a board meeting on Tuesday night, the point of the proposal is to clear up congestion in the village business district. The plan, he said, would be for the village to work out an agreement for a specific parking area—local businesses that are closed on weekends, or possibly the Southampton schools parking lots were suggested—and to designate a pickup and drop-off area.

The plan, Mr. Wasserman said, would free up some space on Main Street, and would be ideal for people looking to spend a few hours walking around the business district or sitting down to eat.

“We have had several conversations about parking in the village compared to other communities where they have brought in valet service to serve during the summertime,” Village Mayor Mark Epley said during the meeting. “Mr. Wasserman wrote a letter, and Nancy [McGann] reached out for a conversation.”

Village Trustee Nancy McGann said on Tuesday that she is interested in learning more about the proposal, adding that it was impossible to find parking in the village last summer. Now, with diagonal parking on Hampton Road increasing the number of spaces, she said, the village will continue to find suitable parking options. For now, village officials say they are looking for more information about the proposal, mainly where the drop-off and pickup points would be, where the cars would be parked, and how much the valet service would cost.

“We want to help the community alleviate the congestion,” Mr. Wasserman said.

The trustees also heard a presentation from Beau Robinson, who is proposing that the village re-zone North Sea Road to allow for more businesses in the area. According to Mr. Robinson, the area is zoned for offices, and creating an overlay zone for special exception permits would open the corridor up to new businesses and revitalize the area.

In total, he said, the overlay district would include 43 properties and allow for restaurants and shops to open the area. The restaurants and stores already in place, he said, are non-conforming businesses that were in place before the area was zoned for office space. While the businesses are allowed to remain, current zoning causes problems for upgrading the businesses by restricting expansions or changes to the properties.

“The area is somewhat anemic,” said attorney John Bennett, who has offices in the area.

According to Mr. Epley, the first step would be to conduct a study of the area that explores the proposed changes, which would cost approximately $35,000. Mr. Epley said this week village officials would see if they can find money to fund the study.

“Right now, in this year’s budget, we do not have the money available to do this,” Mr. Epley said. “We have put money aside for consultants for the waste treatment project, and we are waiting for proposals to come back so we can see what type of money we have available. We did not put money into the budget this year for this project specifically, so that is one of the things we are going to have to look at, how we are going to get money for this study.”

One business owner in the affected area, Jean Mackenzie of Clamman Seafood Market, said she hopes the village will carefully consider the proposal, saying that while it is a good thing to allow the businesses that are already there to fix their stores and expand their businesses, there could be applications for giant retail chains or fast food stores in the area.

“I would like to be able to fix up my place and expand it, and I can’t do that unless I can get the building permits,” she said during the meeting. “I think you need to think about how far you want to go with this and what kind of limitations you are going to have.”

Parking is already terrible. The new diagonal parking along Hampton Road has created a dangerous situation with people darting across in quick, illegal u-turns to grab a space by Citarella. The cops are not watching.

You got that right. When you have the traffic control employees huddled together all the time "hanging out" or texting, policing the traffic is secondary. Furthermore, seems the powers that be have no problem with real estate employees lawyers and store employees parking their cars on MAINSTREET ALL DAY LONG YEARROUND. The traffic control employees are not doing their jobs to the fullest of their ability and nobody seems to care.

It may be time to take seriously Moon Vahradian's vision from decades ago that the Village would need a parking garage in its center. Is now the time for open minds to consider it?

This facility could be an all-weather hub for a vibrant downtown destined to grow and prosper. If height limits were bumped up a bit for the center of the Village, everything would scale just fine, and even a three-story parking facility would be hidden within the surrounding business district.

I remember that.. If I can remember correctly it was about sometime in the middle 1960's. Business man, Clarke Smith was on the board and he was in favor of the parking lot that went in back of Main Street. The progressive smart thinking Moon did not have enough backers with his idea. Only a few business people and other residents imagined what lay ahead for the village and the area.

Behind the movie theater is empty during the day and on the weekends the Town Hall is a fine option. No need to bring valets in as people should not have to be pressured to tip in order to take a walk in the village. Put in a couple of parking signs and be done with it. It's just another Memorial Day and everything is going to work out.

Parking garage is the clear solution - you could easily do one in the current parking lot behind Main St. and Job's Ln. Put the first level half below ground and a second level on top. It would be lower than all the buildings - Plus this could make a great location to house a sewage treatment plant.

Parking garages are expensive to build and someone at some point will want to charge users for parking in it. In my own experience when I have to pay for parking I avoid the area and take my business elsewhere. Not everyone will, but the more budget-conscious year-rounders will. Is that who you want to discourage?

As much as I hate to admit it, Moon Vahradian had a good idea and the longer the parking garage waits to be built the more expensive everything will be. Since my family has lived in the village since 1640 I did not want to face facts. Foolishly all adult members of my family did not want to face facts either.

Put diagonal parking back in the Hampton Road lot. Birdbrains eliminated 28 perfectly good spaces when they repainted. Before the new parallel spaces were painted, people continued to diagonal park throughout the lot even after the new center walk was added, so the argument that there is no room is not valid. That could be done overnight, and wouldn't cost much at all.

Whats interesting is that the Pols all know that parking was impossible last summer, yet allowed a high volume transient use, Citarellas to open up a store front. Just look at the store in Bridge, you cant move there in the summer. Hampton Road, North Sea Rd intersection is just going to be grid locked. Perhaps instead of a dog walk park the space would be better off if you paved it and made more municipal parking on Windmill Lane.

The parking garage is about as ridiculous an idea as anyone has ever suggested. You do not create a permanent solution to a temporary problem. From Little Plains Rd. to the middle of Jobs La equates to about 10 city blocks. Our seasonal visitors walk that in a country minute but when they get here they need to park 11 feet from the place?

East End Shuttle scoot trains using the existing LIRR tracks and stations are a no-brainer to alleviate some of the commute traffic IMO.

You guys are on to something big here, I hope someone is listening... The same solution would during the week as well

Put up a toll just East of Rt 111 and charge $5 bucks a day on weekdays $8 for trucks, between the hours of 6 am and 1 pm. $1 dollar for all vehicles other times.

If you are a full time resident of Southampton or East Hampton you should be exempt.

If you are going to carpet bag work out East you should pay... again giving half the $ to road upkeep in the ...more

How does an $8 toll prevent tradesmen from up island from doing work? Ok, $8 X 5 days a week X 52 weeks = $2,000 / year. Those guys would either charge their clients more, eat the costs, circumvent it or a combination (leave their trucks somewhere east of Route 111 during the week).

UD is correct just East of Speonk Riverhead Rd on Sunrise would be perfect... taking alternate routes would not be worth the hassle to most. Drastically cutting back on the weekday jam up. Let them charge there clients more at least then it would even the score with the guys doing it the right way who have to live in town have insurance do the proper job and pay $11 for breakfast every day .

Toll roads do nothing to ease congestion. Look no further than NYC

It's easy enough to take the LIE to Route 24 down to Route 27 or just pop onto Montauk highway for a bit (the remsenburgers will love that)

CPF is great, no doubt about that but land becoming more and more scarce but the fund keeps getting richer. CPF doesn't need more money, it needs more willing sellers.

I agree that would be a great spot to locate a toll.

Hilton Head does this why not us.

What happened to free trade and no government interference. You always talk out of both sides of your mouth when it is convenient for you. I do business with tradesman as far as possible, because the local guys have proven to be thieves time and time again.Just get an estimate from different companies you'll see. If you are going to do a toll road - it should be done at the canal crossing for sunrise highway with a ban on commercial traffic on montauk highway. No way out of it, no one can take back roads and upset the locals.

Take the $$ and put it toward road repair and general parking funds.

I agree Nature. My business is in Southampton but I live in Hampton Bays as do most of my employees.

The banning of commercial traffic is intriguing but might be difficult to enforce. Service vehicles need to get to roads off of Montauk Hwy.

No dnice think about it, the canal crossing would never work its to tight, but back where UD is suggesting just might work . East of Speonk Riverhead Rd.would insure that anyone in the town of SH and Riverhead could pass through quickly only slowing down the Crookhaven bunch.

Show me an example of tolls decreasing visitors to an area. You will not price out traffic. They keep raising tolls in the city and there is still constant congestion.

If you are talking about charging that much $$ per vehicle during the week they could widen sunrise highway to accommodate the tolls (after all you only need it for the eastbound lanes). Local traffic only on Mtk Highway - instal some license plate readers for commercial plates or something like that. It could be done, ...more

There's an exit off Sunrise Highway at North Road which is literally on the other side of the canal. Any contractors that need to service the area can get off at that exit - any vehicle going across mtk hwy with a commercial plate would get hit with a fine (say double the toll).

Again, if you are a resident there's no charge (but don't be surprised if there's an uptick in commercial vehicles being registered in the east end towns.

Some people here crack me up, all you talk about all the time is traffic congestion but it seems some of you value your bargain up Island labor too much to implement any solution such as the one we are discussing. You keep trying to make sure if it happened it would start at the canal. but that makes no sense it should start in the middle of the pine barrens.

Not sure that is a solution Nature. All commercial traffic getting off at North Rd exit and going where? Right back to Montauk hwy via Peconic or Hill Station. I'm sure the residents on those roads would love it. All that does is kick the can down the road. Am I missing something?

Dnice - why would they all get back onto montauk highway? Only contractors interested in going to jobs in that area would, otherwise they would continue on 39. The point of the toll there is there is literally no way to avoid it. Putting a toll "in the pine barrens" means it can be avoided by going on mtk highway, flanders road or through riverhead.

That would take them forever. If they want to avoid the toll that bad then let them. Its the cost of express and convenience a percentage would deem it just to much of a hassle. Not too far off topic, does anyone think a traffic circle would have been a better idea at the Canoe Place Rd intersection? That new light already seems to have slowed traffic, not eased, and pushed more onto the parallel side roads.

The oft-repeated suggestion of a new highway from the Lobster Inn to Montauk would be, basically, impossible to build from a practical standpoint, including land acquisition.

Yet some keep repeating history, expecting different results . . .

Growth on the East End is one complicated problem, which will require MANY inter-connected partial solutions, including the East End Shuttle.

Trades that need larger work vehicles require them to drive, obviously.

Broad-brush simplistic ideas (or attacks on new ideas, more to the point) will NOT solve our problems, however "vented" the poster may feel.

Tolls ("usage fees" ?) in some form will likely be part of any long-term solution. With modern technology tags like EZ Pass, or just the license plate, each vehicle could be tracked with no disruption to traffic.

For starters, perhaps a pilot project east of the Canal to Montauk on the South Fork? Vehicular access to this "island" is limited, as there are only two bridges and one ferry from Shelter Island, so the proper notice could be given, and usage tracked accurately.

This is a tempest in a teapot. 3 months of traffic and difficult parking, deal with it! What a small price to pay to live in one of the most beautiful places on earth.

Head in sand is no solution to a long-range problem which is not going to go away, but in fact will get worse. Are you condoning more motor vehicle accidents on CR 39?

CVS is the worst problem I've had in the village. Several times last summer I couldn't pick up needed prescriptions be aide the parking lot was full. I tried several times a day before giving up. My son then told me there is a shuttle taking people from CVS to the beach. Great! A teen with a car can cram 6 teens into his car, park at CVS and take the shuttle to enjoy the beach all day long while tying up a parking space.

"Work it out" includes actual detailed solutions for each bone in the body IMO.

Local police and paid traffic control should be out in force EVERYDAY. The seasonal employees huddle together and text their friends and do absolutely
nothing to ease the congestion. At least two should be on Main Street , Hampton Road, and Jobs Lane. In every other high end shopping district this is the way it works. the so called TC units in Bridgehampton park in a 3 hour zone all day and together they walk up and down BH Main Street marking tires. Why does it 2 TC officers to walk main street why when they are not "walking" main street are te hanging out in front of the shop just east of the Candy Kitchen? Maybe there are chicks working the stores there? (know there are) but seriously we need to have the traffic cops WALK Main Street and give out the tickets as are warrented instead of hanging by the Candy ...more

parking garage at Coopers Beach please! and finally we could have better wash facilities!!
more valuable there since you could charge $35 (or more) and wont make the village too jammed packed. & maybe a shuttle service into town.
