Developers present new plans for Tuckahoe hamlet center

The hamlet of Tuckahoe, a mostly residential community without much of a commercial center, may soon feature a large shopping development that includes a King Kullen grocery store, as many as four restaurants, more than 10 retail shops and about a dozen new apartments.

At least that is what developer Robert Morrow, who built the King Kullen shopping center in Hampton Bays and who owns large swaths of land in that area, is hoping.

Mr. Morrow, his team of planners and architects, and his attorney, Mary Jane Asato of Southampton, presented the plans for Tuckahoe Main Street, a $30 million to $35 million development project that would be located on a 12.4-acre parcel of land south of County Road 39 and east of Magee Street, behind the Enclave Inn, to the Southampton Town Board last week during a “pre-submission conference.”

“You have under-utilized, unattractive stuff there now,” Ms. Asato told the Town Board about the property, which can be accessed from the south by Magee Street. “This is real development with little if any impact on the Tuckahoe School District.”

An abandoned Independent Group Home Living building; a retail shop, four houses and a garage, all of which are occupied; plus storage buildings, sheds and other structures are currently on the land, according to Richard Van de Kieff, a planner with the Raynor Group in Water Mill. Mr. Van de Kieff said that those structures would be demolished if Tuckahoe Main Street is constructed.

The Morrow project is the latest in a string of development proposals for the property. Previously, Ed Glackin, the vice president of real estate for the King Kullen Company, shopped around a plan called Tuckahoe Hamlet Center, which was to include a King Kullen, a bookstore, 28 apartments, a café, a restaurant, a bank, and other retail establishments.

The new application, according to its backers, proposes a truly multi-use development for the land. The plans for Tuckahoe Main Street call for a 40,000-square-foot King Kullen, two free-standing restaurants, two restaurants incorporated into larger buildings, 13 small stores that total about 1,500 square feet each, a bank, and a larger store such as a pharmacy, the latter two possibly featuring drive-through windows, and a yet unidentified amount of space for offices, said Larry Rosenbloom, the vice president for architecture at Manhattan firm AECOM, who is working on the project.

There are also plans for 12 apartment units in the development, Ms. Asato said, adding that half of the units will be set aside for affordable housing if the plans are approved.

Mr. Rosenbloom emphasized that those housing units, and other housing development projects near the land for Tuckahoe Main Street, are essential for the commercial development to thrive, as they will supply a steady flow of shoppers.

Mr. Van de Kieff said that the entire development, except for the second-story apartments, is 122,659 square feet. The square footage for all of the structures, overall, is slightly larger than Mr. Morrow’s King Kullen project in Hampton Bays, the developer explained.

To complete the Tuckahoe Main Street, its developers need the Town Board to create a multi-use planned development district on the land, voting to approve a specialized change of zone allowing the project. The properties currently are located in a mix of commercial and residential zoning districts.

Town Supervisor Anna Throne-Holst did not return a request for comment regarding the next time the board would consider the project.

At last week’s Town Board work session, held on March 18, Councilman Chris Nuzzi asked how Tuckahoe Main Street differs from the previous applications.

Southampton Town Planning and Development Administrator Jefferson Murphree described earlier plans for the land as a “glorified shopping center,” and said that the new designs “very closely emulate downtown Southampton Village.”

“This is a place geared toward year-round residents,” Ms. Asato emphasized, explaining that she envisions people stopping at Tuckahoe Main Street to buy bagels and mill around with babies in strollers.

The Glackin proposal was significantly delayed because of the recently-lifted moratorium along County Road 39, Mr. Morrow said, and he purchased half the interest King Kullen had in the development and has been working for the last seven or eight months on revamping the plans. The Magee Corporation, which is led by Lyle Pike, owns the other half of the interest in the project, Mr. Morrow said.

Ms. Asato said that she has already spoken to Southampton Village officials and assured them the plans will not impinge on retail in the downtown area there.

Village Mayor Mark Epley said that he thinks the plans could negatively impact shopping on Main Street, but he believes that another grocery store is needed in the area.

“There used to be three in Southampton Village. Now, there’s really only one, plus Schmidt’s, so we are under-served from a grocery store standpoint,” Mr. Epley said.

How many local contractors will it employ?? We have many people in the town out of work and exceptionally well qualified. I think that a condition to approval should be a percentage of construction be awarded to contractors who live and work in the Town of Southampton. Think of the trickle down, first if they own homes thay are paying local taxes second just by living here they buy merchandise at local establishments. Keep some of that $35mm here!!!!! WHy should that money go out of Town???

In theory your point is spot on. In reality it is not feasible. The cost of this project using local contractors would likely rise to $50 million. IMHO

If this project is before the Southampton Town Planning Board, bet on its being approved, and forget about any restraints whatever. Our builder-friendly, Republican-heavy Planning Board has never met a development it didn't like.

The planning Board has zero ZEAL or GREED for Progress. The board and staff are nothing but obstructionists! Where have you been living, in a cave? They make it impossible at times, it's only the developers who have the cash to take them on and where them down does any 'progress' happen.

This is the dumbest thing they could do. Demolish the buildings and make it into a flower field. Don't they realize that people live over there and that maybe, for once, should not build something just because they want to? I want a million dollars, but like I tell myself - crap in one hand, wish in the other and see which one fills up first. This is just moronic. While it would be preferable to many to see this area cleared of any development and replaced as a flower field (I presume you are talking about open space) the property owner needs to be a willing seller and the fact is they will make considerably more money selling to a developer than selling to the town or county.

If the development MUST GO, I like the idea of using local contractors and local labor. To say the cost will increase, try getting some of the stimulus money from Washington, D.C., or via the Jobs Bill. After all, this is supposed to be done!!!!

On this one, and on deals like it, we need to resist the temptation of going along just because the project will help local businesses and workers, with or without federal funds. The short-term benefit to be gained is wholly obliterated by the long-term disaster of ruining the place we love by filling it up and paving it over.

Developement is never a Must Go...only when you have pressure from Big Business...our town and country is worth more than the feable minds in Washington,DC (just look at that area!) and as far as the Jobs Bill...it was never developed...just like the healthcare bill!

I agree with Turkey Bridge. Developers are smart and untrustworthy. They will use the guise of jobs creation or economic development or affordable housing to get the Board to give away the farm and then sit on the project for years when the Town is no longer in need of jobs or of economic development but the variances will have been given and the approvals will be in place. It's dangerous to approve for today instead of planning for tomorrow.

Yes, Southampton needs a new CLEAN, grocery store. Not that filthy ,dirty Waldbauns in the village. However, lets ask for legislation where ALL the current stores be rented (tuckahoe strip mall next to Hess, and all storefronts that are in and around town) first and foremost before any building permits are issued.

Why do we need another King Kullen?? It is one of most expensive grocery stores on the east end. THey too practice zone pricing. King Kullen rules the Republicans on Long Island. It always was one of the biggest contributors to the party. That is why we have no Super Walmarts or any competition to their super markets. We have a KK in Hampton Bays and Bridgehampton. For what it's worth, existing Targets (Riverhead, Medford, etc.) have or are expanding to become "Super-Targets" which include full blown grocery stores. Of course now the main strip in Riverhead has 5 grocery stores (Target, Waldbaums, Stop and Shop, Best Yet and King Kullen) - plenty of competition for KK

I love TJ's! A grocery store that sells organic/vegan/vegetarian food at affordable prices is definitely an unmet need on the East End. It is sad that I do all of my grocery shopping in Manhattan because it is literally double the price out East. TJ's could single-handedly finally bring some competition, and KK will have no choice but to end their zone pricing.

To those complaining over the thought of a King Kullen being the anchor in this development - the Town Board and/or Planning Board cannot deny an application because it's a King Kullen. They cannot force a developer or property owner to not allow King Kullen in but instead allow Stop and Shop. If there were a distinct difference in traffic flow or services provided by a KK vs. Stop and Shop then it would be relevant but they are both grocery stores. Friends, several of you who opposed the project entirely are now wavering, talking about what sort of stores should go in, if there must be stores. The fact is, if we keep our eyes on the ball and speak out consistently against this unnecessary development, there don't have to be any stores. We're already close to losing the very special quality our community has, but we can hang on to it if we just hold the line where we are now. when I suggest a card store in this mega mini mall I am certainly not kidding around!
..I hate having to drive to Hampton Bays at all! let alone to buy cards for occasions. and the mega mini mall in bridge is worse. what cant I have a local card store to buy cards for all occasions!
especially since the one in town is no longer around.

Sorry Robert Morrow, we are approaching max development here and in no way do we need anything of this magnitude. The traffic on 29 is already too much, do you really think this project will pass the traffic impact portion of the application? Land speculation is just that, SPECULATION, there's no guarantee , I suspect he has speculated incorrectly. Enough is enough, we don't need our Town to look and more like Smithtown then it already does.

Tuckahoe hamlet??? What a JOKE! One could literally SNEAZE and be past Tuckahoe! Save your Big Plans to develope New York City again! If you really have any ideas...why didn't you use them in Patchogue awhile back-instead a Japanese developer came in and we'll see a beautiful Patchogue...Southampton will be a mish-mush of money thrown just to take property! I think the main focus for those against this developement is simply that it combines one third commercial property with two hirds residential properties. There is the main objection. Yes we want an atlernative to Walbaums but the cost of lossing the residential properties to make it profitable is not enough of a public benefit.
Hey don't give them an "accepted alternative use" to a project that should be one third the size period. Just put up your super market and conform to current zoning ...more

Has anyone taken a good look at the Main Street in Riverhead? Box stores are one thing but when you destroy the basic integrity of a town you end up with what is now a ghost town. The roots of the village has just died and the community as a whole has suffered.

What are the qualifications required to join the Southampton Planning Board? Are there any requirements such as basic architectural or town planning, or is it greed alone that drives them forward without intelligent planning as a ...more
