Audit Finds Southampton Town Overpaid School Districts From CPF

An audit by the state comptroller has concluded that Southampton Town paid out too much money in the form of payments in lieu of taxes, or PILOTs, to local school districts in 2008 and 2009.

The audit by the office of State Comptroller Thomas P. DiNapoli, which was released on Friday, concluded that the town misinterpreted a 2007 amendment to its Community Preservation Fund law, and as a result overpaid a total of $664,647 over the two-year period to school districts.

The audit does not outline how the error resulted in underpayments to five districts.

Town Comptroller Tamara Wright said she does not know if former administrators made a mistake or purposely manipulated the system. Overall, she said she agrees with the audit’s assessment.

MEMO TO SOUTHAMPTON TOWN:

Give back monies that are owed to Hampton Bays School District DIRECTLY back to the residents of Hampton Bays!!! The school district just spent $300,000 on an athletic field and my property value has plummeted while I continue to pay the same taxes.

Its time for the residents to receive some compensation....and why not?

This points to the fact that the ATH administration are the real group that could not shoot straight. All of the inquires related to the previous administration has found little to nothing -- all smoke. This CPF misappropriation and the total mess of the ATH 2011 proposed budget shows that she and her appointees are way over their heads. Let's have a little history refresher, mrmako61. Anna Throne-Holst only became supervisor in this year, 2010. The very first sentence of this article speaks of overpayments "in 2008 and 2009," under Republican Linda Kabot, so your reference to "the ATH administration" not shooting straight is wholly off the mark.

Next, you say inquiries related to previous administrations found nothing but "smoke," so I guess you're calling a $5 million deficit due to accounting errors just "smoke." ...more

Mako, i dont want to insult you but you need to read... the funds were distributed in 2008 and 2009. Linda Kabot was the supervisor at that time, i believe. Look, i'm no fan but at least make an argument based on facts...

by the way, both Anna and Nuzzi were on the council at the time.

This was not an "error" of interpretation, but a deliberate diversion of funds.
Thiele was questioned about it at the time.

What this is is the politicalization of the CPF. Fred Thiele's "golden ticket" is now getting the tarnish that 22% of the voters of Southampton could saw back when it was put to vote. It is also an example of no matter how much you allocate to the gov't they will find a way to spend and grow the need for more money. The fact that a balance of repaying a district back for lost tax revenue even exists just says they knew exactly what they were doing and where the most damage would be done. I think ...more

This is an old story updated. Fred Thiele banged on Linda Kabot repeatedly for miscalculating the CPF reimbursements, and Linda fired back with gusto. The fight went on for about a year. Now, it looks like Fred was right. Actually, this is just another chapter in an older, larger story, the one about Fred never being afraid to call out the Republican organization when he saw them messing up, which they've been doing regularly since long before Fred Thiele came on the scene. Did Tamara Wright state she didn't work for the Town in 2008 and 2009? I believe she has her facts wrong. She was working as an "accounting consultant" in 2008 and then was appointed Comptroller..not that she would step up and admit she made a mistake..

I think the deal is, that when land is purchased with CPF money, that land goes off the tax roll -- it's never going to be occupied by a residential, commercial or industrial taxpayer. That means a hit to the school district, because if the land had been developed with, say, stores, those stores would have paid taxes and reduced everyone else's school tax burden proportionately. A delayed response to littlepains -- I certainly know how to read and I surely see the overpayments were in 2008 and 2009. Was not Ms. Wright working for the town as either a consultant or comptroller during that period? Is not Ms. Wright and ATH joined at the hip in creating the 2011 current budget and making financial policy? It is stunning that someone who, like yourself, claims to be so well read is so unable to understand where various elected officials stand on policy, management and direction of town government.

I guess you really can't read, mrmako61, because the thrust of the 2/25/09 article to which I referred you is that Mr. Nuzzi and Ms. Graboski were opposed to a measure that would have enlarged Ms. Wright's position in town government. As I wrote, they, along with Linda Kabot, "resisted enhancing Tamara Wright's role in a financial reorganization." That's not support. Turkey...thank you for finally admitting that Ms. Wright is ATH's finanical guru. The problems decribed in this article occured with Ms. Wright running the financial show in 2009. Ultimately, it is the finance director who is responsible for the PILOT payments. Ms. Wright screwed up. It's time for her to go and you know that won't happen because she is ATH's main person -- which is where this all began. Short memory, mrmako61, short memory. You apparently forgot to check out the other article I mentioned, the 8/19/09 piece showing that the problem with CPF payments goes all the way back to 2003, long before Tamara Wright came on the scene. Not only do you not read well, you apparently don't watch, or don't comprehend Sea TV, because we regularly see ATH and Chris Nuzzi debate on that channel.
