Westhampton Beach reschedules Village Board meeting

Jan 11, 2010 11:30 AM

Westhampton Beach has rescheduled its January Village Board meeting.

The special meeting will be held at 10:30 a.m. on Tuesday, January 12, at Village Hall on Mill Road in Westhampton Beach.

The meeting that was supposed to take place on Thursday, January 7, was canceled after three trustees walked out before it started, leaving Mayor Conrad Teller without a quorum. The trustees, Hank Tucker, Jim Kametler and Joan Levan, refused to attend the meeting in protest of seven resolutions Mr. Teller added to the agenda pertaining to two Westhampton Beach Village Police officers who had been suspended from the police department and then reinstated by the Village Board.

The special meeting will be held to take care of regular business, such as paying bills, Village Clerk Kathy McGinnis said.

The Village may not have made the necessary allowances to have special meetings videotaped, but

Open Meetings Law allows individuals to videotape a public meeting.

Open Government exists in WHB , I would hope someone tapes the meeting, why wouldn't it be allowed, There are always the minutes as well. Day meetings are not good for those of us who work, so YOU Tube it , and post it for all to see

Why have village meetings become so contentious?

In some measure it can be attributed to what often times becomes open mike night. It seems that the Trustees/Mayor, from time to time like to pack the gallery, and more the outspoken critics / partisans then like to take to the microphone and interrogate members of the board, often with ambush style tactics.

Should this be how we operate our village?

One guidepost we might look to is in the Open Meetings Law

For the crowd that wants to show up with pitch forks and demand answers from the Trustees concerning personnel matters you should be aware:

NY Civil Rights Law:
§ 50-a. Personnel records of police officers, firefighters and correction officers

1. All personnel records, used to evaluate performance toward continued employment or promotion, under the control of any police agency or department of the state or any political subdivision thereof...shall be considered confidential ...more

The courts have seen all of the evidence and have already spoken on this matter. This matter has been before the courts for a very long period of time. It has been settled. STOP WASTING OUR TAX DOLLARS. It is time to let it go and move forward with other business.

It is not legal for the board or the mayor to have participated in a public discussion such as the one proposed at the last minute. The board was wise to walk away. Probably saved all of us lots of money ...more

Simon T: "It is not legal for the board or the mayor to have participated in a public discussion such as the one proposed at the last minute."

I don't think you're very knowledgable about Municipal Law when you make such a statement.

But how do you feel about a resolution added. not at "the law minute" (if it actually was "the last minute") but in real time as happened at the previous month's meeting?

Personnel matters belong in Executive Session. The notion that the Board could revisit 7 resolutions pertaining to a personnel matter without first having an Executive Session, is to say voting should take place without discussion at all.

That, unfortunately, is what happened the month before.

The stand-up way to deal with this is to put an Executive Session on the agenda as well as the proposed resolutions, discuss it in Executive Session and vote in public as required by law.

Publius, you should take note that Ms, Martin has revised her initial report, and the "last minute" description no longer appears. It seems not to have been accurate.

Just back from the rescheduled Village Board Meeting in Westhampton Beach, and I feel compelled to share some of my impressions. Freedom of Speech gives us the right to voice our opinions, and many have paid the ultimate price to defend that right. There are obvious problems which need to be solved, and I submit the following outline for the most expeditious resolution.

1. Vote.
2. Attend and participate in meetings.
3. Argue Principles over personalities.
4. Focus on the ...more

I do not live in the village but very close by so in some way what happens in the village has some effect on me - your position is well stated and it's great to see someone transformed from observer to participant. I may not agree with your position on the PD but your thoughts and comments are more than welcome and keep at it. That's what participation is all about.
Welcome!!!!!

You say "[t]here are obvious problems which need to be solved."

Could you be more specific. That is a pretty general statement about the problems you see, and you could add what you think should be done.

Nice to have another person in the village taking an interest in local government.

HAMPTONS HYPNOTIST - the most intelligent voice I've noted on this forum in a loooong time.

ALBERT, please consider running for Village government. We need intelligent, rational, fair-minded people to replace what we've got on the Village Board right now!
