It's not the cultural issues, it's the language issues. Students come in from other countries with limited knowledge of the English language. They are expected to take the tests and do as well as their peers, which is practically impossible. Put yourself in their place. If your family had to move to another country for some unknown reason (it really doesn't matter the reason) - let's say Turkey - would you be able to learn the language in less than a year and take a grade level test? I don't think so. It's very complicated and it's unfair for these children." Nov 25, 11 10:12 AM

Not entirely true - students who have been here for one year must take the English Language Arts Test (ELA) in English - since it's an English test. They have to read and write in English. The other tests - Math, Science, Soc. Stud, etc. can be taken in their native language, and that doesn't always necessarily help either.
