So, under a PDD if the application could be altered to include community benefit housing under Chapter 216 - the theoretical density might increase. Under the existing zoning development of full time residential units is expected. Under what law including SEQRA do either of these scenarios limit school age children from occupancy? Who determines when any development cannot "add children" to a school district? So why do interveners suggest this as an enforceable manner to stop any form of residential development? Under the Type 1 coordinated review process and request for Lead Agency status there exist opportunities for involved agencies to participate very early in SEQRA. Agencies are encouraged to offer comments and/or challenge the position of Lead Agency request. Public Scoping allows involved agency participation and public input.
If the public, involved agencies or interested parties choose not to participate-including PBC- then the DEIS comment period is available. As there are no decisions or actions that ensue before the Findings Statement is adopted, there is abundant latitude and time frame for impact assessment, mitigation and agency participation. The Southampton Planning Dept is most qualified in its administration of SEQRA and to suggest this particular application lacks "proper review" is a dis-service to their professional practice. Kindly separate the SEQRA review and planning process from publicity stunts orchestrated by lobbyists. The DEIS and PDD application are public documents, available for anyone to review and comment upon. The PBC is not, was not or will not be denied its review. This insistence of "proper" review is a clear attempt to erode the public's trust in Lead Agency's objective administration of the SEQRA process. The "proper" review requires a technical objective review of the application, DEIS and offering of substantive comment. Prejudices and preconceptions are unprofessional and serve only to confuse rather than inform the public. That's a dis-service. A DEIS deemed "adequate" under SEORA means it has met the Final Scope and is adequate for public review. There is plenty of time to review the application. " Jul 15, 16 3:55 AM

The PBC's determination of jurisdiction can be evaluated by the commission during the DEIS review and comment period. That argument is based on the application's technical aspects (clearing limits, development within CGA, core area protection, hardship application, etc.). Typically evaluations are performed during the EIS review because the applicant must provide comprehensive information, necessary for that determination to be valid. The pep rally and use of an out of town celeb is purely beyond the realm of legal or technical argument. It turns an otherwise intellectual dialogue regarding jurisdictional determination into a circus act. The lobbying efforts to the PBC is not new. Obvious to me is the PBC may have determined it does not have jurisdiction. That said, they are not prevented opportunity for input. The SEQRA process and application are receiving "proper reviews" and the lobbyists are as lobbyists tend to be, excessively self-serving. I hold no prejudice or preconceptions. Simply have sat through these shows before and witnessed these actors attack the process and professionals with reckless regard to facts or science. The approach provides less opportunity to improve sustainable land use and does nothing to educate the public. Had they argued their position during the DEIS review period, armed with accurate information and measured assessments I would respect their

Have we missed the recent CPF acquisitions, including East Quogue parcels and the driving range? Between the Southampton driving range and Poxabogue Golf Course the town has spent $13 million from CPF on land use that apparently you don't support. The Hillls proposes a sophisticated best management and groundwater monitoring plan. How come all the CPF acquired farmlands were not required to submit and abide by similar groundwater protection efforts? Now there is a proposal to use 20% of CPF for water quality... An "end pipe" strategy that fails to address the problems at the source. Sure sanitary waste is the major generator of nitrogen, but other land uses need better controls. Which farms are using groundwater monitoring plans as part of a town operating agreement ? What "pre approved" protocols for limiting fertilizer and pesticides use have been mandated under a CPF management plan for AG acquisitions? Where are the water quality test results and BMPs filed for public access? AG use has every right to use pesticides and fertilizers but under CPF they could be monitored and required to install storm water detention areas or vegetated Swales just as golf courses do. Add up the acres of AG land and applied pesticides, and fertilizers on the east end .. It's thousands of acres and has a significant contributing impact on water resources. " Aug 7, 16 11:08 AM

The statement explains that Southampton golf courses constructed in the last 15 years are required to provide sophisticated BMPs and ground water monitoring- as approved by the Town- these golf courses are privately owned properties- in contrast the CPF purchased AG-land require no filed pesticide management plan, restricted fertilizer use or monitoring plans nearing this level of complexity, yet AG-lands are purchased with public monies.
