Southampton Town comptroller works out tax lien issues


Congratulations to J. DeNapoli and the Press for shining light on such outrageous behaviour, designed to keep affected citizens in the dark about a potential major danger to a community!

Ask any high ranking Human Resources professional in a large firm whether they would hire a candidate with a substantial long running (apparently ignored IRS lien leading to a garnishment of wages action) for a high ranking Financial position with the capability to transfer tens of millions of dollars out of its organization's coffers with bank transfers. You will be told that it would automatically disqualify that applicant due to the seriousness of such a charge that could lead to a temptaton to abscond with funds to escape the problem!

In a banking organization, that would lead to the inability to obtain bonding for that candidate, an unacceptable risk! Ms Wright's disingenuous and not credible rationalizations for her irresponsible non-notification of the lien to Town officials especially the Town Board is an indication of a warped sense of morality or judgement as indicated in the related article above:

"Ms. Wright, who earns $115,000 per year, said she had no idea the lien existed until October, and, as a result, did not list it on her 2009 financial disclosure form filed with the town, as she was required to do."

Even if we were to believe her incredible story that she had no knowledge of the lien until the first IRS attempt to garnish her wages in October (anyone familiar with IRS procedures know that it is practically impossible as garnishment is a last resort for unresponsive taxpayers), she had a moral and common sense responsibility to notify the Town Board and other Town officials. Not to do the right thing and deliberately not file a financial disclosure form until the day after she was literally FOILED without notarization to boot, is an indication of serious moral turpitude and a betrayal of the trust of Southampton citizens.

At the very least, the Supervisor who needs to be beyond reproach in matters of financial and ethical issues should suspend her temporarily and have an independent legal investigator (on ethical issues, and not a crony) get to the bottom of this seeming deception.

By any stretch of imagination, an IRS lien plus IRS attempts to garnish her wages is a devastating event for a Town official capable of making bank transfers of millions of dollars of hard earned taxpayer money. There are hundreds of examples of theft of millions of municipal funds by rogue financial officials.

ONLY A FORMAL INVESTIGATION OF THIS SERIES OF ETHICAL LAPSES CAN RESTORE PUBLIC TRUST REGARDING THE MOST SENSITIVE FINANCIAL POSITION! Mr. Pressguy: It has been pointed out that you are in error in this regard in your comment of the same nature in the first article. Generally accepted accounting principles require that, in the interests of full disclosure in a personal financial statement, a substantial IRS tax lien and wage garnishment on top of that, representing about 600% of a fiduciary's salary of $115,000, represents a material fact, would need to be disclosed as a "Contingent Liability" or contingent debt.

It is material information not only on the credit and the personal financial responsibility of one who is a Fiduciary of millions of dollars of taxpayer funds.
The ethical guidelines of the Town certainly demand it as it demands full disclosure (is omitting such a devastating fact full or proper partial disclosure?)

I think you instinctively know the answer to that as does anyone with a modicum of common sense. Do not improperly criticize the Press whose responsibility to citizens is to unearth potential Official malfeasance. Southampton Village mayor foresees legal battle over proposed Tuckahoe commercial mall



Walt, to deflect serious concerns about the traffic impact on the dangerous CR 39 of this monstrous project, the developers stated that there are a lot of "feeder roads" leading to this mall - meaning routing a lot of traffic through a lot of residential areas in Southampton Village and Tuckahoe, where our children play. You need to think this issue through and realize this project has many consequences other than just lining the pockets of the developer and Queen Anna's campaign coffers for her run for Tim Bishop's Office later!

For those interested in looking at the Press' budget reports in Nov. and Dec last year, it showa that Linda Kabot made a statement saying that after much hard work, she was delivering a BALANCED BUDGET! Let us not forget that it was totally under Linda Kabot's administration that these expense cuts were accomplished after the out of control Deficits under her predecessor, inspite of the seeming credit Throne Holst appears to be largely taking in her press comments.

It was also Linda who presented roughly a $5 Million expense reduction for 2010 that Throne Holst fought and watered down by $1.8 Million last November/December. It's all in past Press articles. Moody's is praising the Town for the necessary personnel cuts as we all know Town Hall is bloated and it was again Throne Holst last year who watered down the personnel cuts.

Virtually nothing in the 2009 audited statements, achieved through the efforts of Linda Kabot,were from Anna's initiatives. Ditto for the 2010 budget and financials. The only contribution Anna made re this year's budget was to increase it $1.8 Million putting the Town further in the hole.

A large part of Moody's improved ratings were due to the reigning in of Heaney's (Anna's ally) out of control budget achieved totally by Kabot and opposed and undermined by ATH. State denies petition to transform Tuckahoe to union free district


The obvious truth is out - known to the Tuckahoe Community and Boces all along, that the petition had nothing to do with educational principle but a band of parents who were supporters of the former Superintendent whose contract was not renewed for Cause, and tried to exact revenge through a "Coup" to dislodge the Board majority - and the NY State Commissioner did not mince any words in his unusual expression of implicit outrage. Sharon Grindle's (Chair and target) contention was vindicated 100%.

"The decision, signed by Commissioner David M. Steiner and dated September 9, states that petitioner Harald Steudte’s “sole” purpose in trying to switch to a union free district is “to establish a new governing body and is based on dissatisfaction with the current board, particularly in light of the board’s actions with respect to a previous superintendent’s contract.”

The Tuckahoe community is not large, and a rogue band trying to create mischief to unnecessarily roil the Community simply because of an ill placed loyalty to a personality is not a way to improve the education of a school system that in many objective ways, has been substandard. Mr. Steudte was simply a hapless tool used to further a selfish agenda that did not take the feelings of the entire Community! NOW THIS TRANSPARENT AGENDA HAS BEEN EXPOSED I A HUMILIATING FASHION.

I urge this band of parents, some of whom behaved like T Party partisans, to try to be more sensitive to other members of the Community who don't share their beliefs and who want definitive, measurable, improvements to the performance of the school district.

We all know of the many parents who, disgusted with the quality of the Tuckahoe education, have pulled their kids out, choosing to pay many thousands of dollars additional to their real estate taxes because they're horrified with the current influences in the system. fcmcmann: You obviously are a teacher or former teacher with vested interests who has a knee jerk reaction to the slightest criticism of the teaching profession. You condone some of the highest teacher salaries in the nation and black shirted union teachers (why limit it to the top five rather than the more accurate percentile basis which would clearly show Hamptons teachers are some of the highest paid and many of these school districts here test atrociously in state tests!).

You care not about the test results which are a product of these teachers work, inspite of the fact that they have great SALARIES PLUS BENEFITS PLUS PENSION. I happen to think most teachers are really great people but MODERN academic education on effective teaching methods ALWAYS REQUIRE ACCOUNTABILITY FOR RESULTS.

Your dismissal of test results' importance is primitive and ignorant! Getting your kid to a great high school, esp a private one hinges a lot on the reputation of your grade school which reputation has a lot to do with test scores which they consider!

Furthermore, it affects the real estate values of all the taxpayers in the district. Practically every house shopper with a young family always looks at the academic ranking of the school district. Those with poor rankings are frequently bypassed - just ask the real estate brokers who all know this!

So in tolerating school districts with poor results and no accountability for teachers, you and your kind kill real estate values while wasting taxpayer money to boot. It is literally adding insult to injury!

We all are evaluated in the real world on our results and quality of contribution. Why exempt well paid teachers who don't produce! About time you lived in the real world!

Fidelis, your confidence in ATH is admirable but uninformed. You are theorizing that ATH is courting outrage from the people with the clueless attempt by the Dept Heads to increase the budget and taxes by $9 million, which she will presumably slash to smithereens to reduce or hold taxes steady as she should.

Trouble is her record shows no attempt to ever cut the budget or taxes regardless of how dire the fiscal problems are. When Kabot slashed the budget last year from $83 Million to $78.5 million due to pludging tax receipts the first thing that ATH, the Supervisor elect (even before she was inaugurated) did was to overrule it and raised the budget and taxes another million - all in Press reports and undeniable. That's her record.

In all her years on the Town Board, she has never advocated cutting the budget from the previous year. All just more and more budget and taxes.
No, no, sanguine I'm not about her budget skills and acumen. I predict that she will simply propose raising taxes rather than do the right thing which Kabot did - which was cut the budget from the previous years and have the Town live more within their means!

ATH has no ability to understand that when you have massive declines in your tax revenues, you need to actually reduce spending and budgets to attain a serious structurally balanced budget. Now go and watch ATH create big deficits and just bond the difference all the while saying, "I saved you $4.5 million from the proposed $9 million budget increase" even while she raises your taxes by $4.5 million. ." What the town needed was a Budget reduction not a "small increase"! The current budget contains and perpetuates the accumulated excesses of the past decade which need to be permannently reduced, not tolerated.

While many responsible towns in Long Island are now dealing with the irresponsible budget increases of the past, hidden from view by booming and unpredictable mortgage taxes, invoking significant renegotiations of massive give away employee contracts and benefits of the past , ATH has avoided the real heavy lifting by simply increasing taxes once again!

Several L.I. towns have truly worked for overburdened and hurting taxpayers by attacking unaffordable excesses of the past and come up with ZERO tax increases for next year by addressing unnecessary bureaucratic buildups fed by disappearing mortgage taxes.

ATH just takes the easy way out and simply increases the budget yet again oblivious to the need to correct past sins and shenanigans, and slaps yet again another tax increase on many Town taxpayers, many of whom are struggling or have lost their jobs in the last two years.

Madame Supervisor, although you were not responsile for the huge budget increases and waste of the past, now you need to cut the rippling overbloated budget fat from many years of mismanagement and start reversing the sins. You just took the easy, unimaginative way out and simply affirmed the past massive waste and made them permanent.

Eagleeye: wrong again! The Budget is increasing from 2010 $79.8 Million to her 2011 $82 Million. That is not a Zero percent increase. She should have decreased the operating budget by more than $2 Million so as not to burden the citizens with another tax increase in these very difficult times, just as many competent Supervisors have done on Long Island.

Anna should have contacted these other Town Supervisors to learn how to do it as obviously it can be done. But she has no interest in reducing taxes - "there's a lot more where it came from," apparently.

When Kabot last year reduced the operating budget over $4 Million from the previous year that was partially responsible for the Town's rating upgrade from Moody's, (yes, it really can be done, Anna) in an attempt to structurally balance the budget, the first thing ATH did upon getting elected was increase it by over $1 Million!

Now how about addressing my factual assertions about your failed budget that pales in comparison with many, many budgets of several Long Island Town Supervisors who have responsibly presented Zero tax increases and some Supervisors who even produced ACTUAL TAX DECREASES in response to documented hardships, unemployment, and losses in healthcare benefits of many regular folks in Long Island.

We have not seen economic hardship like these in L.I. since the Great Depression and your only response is to slap another tax increase on the citizens of Southampton? Are you ever going to reduce the vestiges of the excesses and waste of the last decade that got us into this hole like Linda Kabot and so many other Town Supervisors today in Long Island.
