Southampton Town may take legal action against Cablevision

As I understand it, the digital conversion is for over-the-air channels (ie if you receive channels via an antenna on the roof or "rabbit ears") so that the FCC can re-allocate the frequencies currently used by television. It has nothing to do with how television is transmitted via cable. SO I don't think the Feb 2009 deadline has anything to do with this transition. I think this is solely Cablevision's decision. Second, I thought Cablevision/Lightpath/Optimum were all the same company, so I don't see how Cablevision is competing with Optimum. They're the same thing. 11 rescued pups find new hope at town shelter

animalcaregiver asked the right question. How many of these puppies will claim an owner that would have otherwise adopted a dog who has been at the shelter for months? I don't think this is a PR stunt, I don't think it's orchestrated. I think it's phenomenally poor judgment to import puppies when we already have dogs that need homes. The internet is filled with groups that are trying to get a dog in one state that has a forever home in another state. How about flying those dogs? This completely blows my mind." Feb 6, 09 9:19 AM

I've never heard of a rescue group that takes puppies from one shelter and dumps them at another shelter.

What I have seen are rescue groups that have fosters or forever homes lined up for the dogs they pull. This seems like a shortcut.

It is unfortunate that so many dogs are put to sleep. It is also unfortunate that the dogs that are in no-kill shelters spend so much time there.

You brought 11 pups to Southampton, only 2889 more to go?

Southampton Village will skip study on fire district

@typical: The Inc.Village of Southampton owns all the SFD fire equipment and houses. Town of Southampton taxpayers pay the Village to have SFD protect areas outside of the village (ie County Rd 39, Shinnecock Hills, Water mIll). About 6 years ago the Town Board created the "Fire Protection District" because they didn't want to negotiate the contracts. What's funny is if you look at http://www.town.southampton.ny.us/DeptDirectorygallery/TaxReceiver/TaxRate2008_2009.pdf the Fire District collected $1,600,586 of TOwn taxpayers money last year, but are arguing about giving $875,000 to the Village for the fire protection service. They charged the taxpayer TWICE what it cost. BTW Linda Kabot had a large part in creating the Fire District. Remember that at election time, if you need another reason to get rid of her. Actually UFChamp, marijuana is specifically excluded from the criminal possession statute. The 7th degree is the only criminal possession charge that isn't a felony. It is the worst possible misdemeanor (class A) you can be convicted of. I don't know what odor a hypodermic needle produces? I hope he gets the help he needs (I don't know him, but from the comments he seems lke a good guy), but by the same token I don't want him anywhere near my elementary aged children." Kabot says town in the process of correcting fiscal crisis

I haven't seen this draft report, but is the solution just to pass on all these problems to the taxpayer? What about layoffs or at least furlough days or retirement incentives? The Town is a juggernaut. Every time there was a surplus (or an assumed surplus) the budget just expanded to absorb it. I can only hope November brings somebody to the table who has the conviction to make tough choices and put the good of the people able the good of the government.

Village and fire district enlisting public relations firm to help sell public on new firehouses

First of all, the fire district is separate from the Town. Secondly, they have been taxing you for the past 5(?) years in excess of what they spend and therefore have the money to fund this project. If you want to complain, complain about that.

Secondly, you obviously have no idea about the requirements of the fire service if you think a new firehouse is unnecessary. Where exactly would you like all of your new fire equipment parked? You know, the equipment that protects your property and family, the equipment that cuts you out of your car when some idiot crosses the double-yellow. Or if you want to talk dollars-and-cents, the equipment that allows you to enjoy one of the highest fire protection ratings available and therefore lowest home insurance rates.

But hey, who cares if the vehicles are parked so close together that you have to squeeze into the cab because the door can't open more than a foot without hitting the vehicle next to it? Southampton Town restructures its finance department, hires new comptroller

I've been impressed with Ms. Throne-Holst's actions in the past, but I am extremely disappointed that she, of all people, supported this motion. Yes, in February this was a viable and sensible option.

Correct me if I'm wrong, but the budget was passed based on erroneous figures. The Town doesn't actually have the money in the capital fund that it thought was present when they passed the budget.

I fail to see how creating another position (this EXACT scenario was mentioned in a comment months ago-- creating new positions when people cannot perform their job, rather than letting them go, like in the real world) at $100k, plus medical benefits, plus retirement contributions is "budget neutral"

Your budget was based on the wrong numbers! How can you actually say "we can do this, because it's in the budget we passed"? Is everybody in Town Hall nuts (with the exception of Mr. Nuzzi who seems to be the only person with a true grasp of the situation)?!

When will these elected officials realize that layoffs are going to be a real consideration. The taxpayers (or at least the ones who live here year round) cannot continue to absorb the fiscal mess created by Town mismanagement.

When the actions that are necessary to solve this problem are finally realized, will they excess Mr. Brautigam's position, or fire 3 people in the parks department/highway department/etc to cover his salary?

@SHNative, according to the article, he was appointed to the Comptroller position. Anybody that is appointed can be let go. They CREATED a civil service position for him, thus making it more difficult to let him go. They certainly were under no obligation (that I know of) to create a new position for him.

More to the point is they used the budget as a REASON to do this! I don't know about you, but I don't think the budget is of much use now.

Last month I thought I had 1M in the bank, so I budgeted 500k for a new Ferrari. I just realized Madoff took my 1M, but I budgeted for the Ferrari, so what the heck, I'm going to go buy it anyway. Think I could get that one past my wife? It won't cost us anything honey, I budgeted for it!

Ok, I think I understand the process here. Assuming Wright got a salary increase of $17k, it would be an even swap. I doubt that's the case, but I understand what is happening.

I still don't agree with rewarding a person when a sub-par job is done (the reward being a more secure position-- obviously you don't take a 17k pay cut unless you fear not being reappointed). I'm curious as to when the term was up?

Why not promote Wright to "Superintendent of Comptroller", you know, like they tried with the Police Department.

Supervisor proposes $1 million in budget cuts

I'm sorry, ATH and Pope can't support this why? Do they think that once they have "real numbers" they won't have to cut millions? They know what they budgeted for mortgage revenue and they know the projected mortgage revenue. Comp. time in lieu of overtime is a good idea. Cutting travel expenses is a good idea. Why do NOTHING? At least do SOMETHING. The longer they pay overtime and "travel expenses", the more people will be laid off. For all of Kabot's bad decisions, these are some great ideas. The $500 purchase order idea is another good one. I would add that every purchase order be published on the Town website so the constituents can see what the Dept. heads feel is necessary during this time. Submitting to a chemical test upon reasonable grounds is a condition of receiving a license to drive in NYS. Regardless of guilty/innocent, submitting to the test is something you agreed to when you accepted your driver's license.

Public meeting on new Southampton Village firehouse is Wednesday

What I find is that there is a lot of ignorance among taxpayers concerning the fire department. 'Ignorance' is not an insult, they are just unaware of the facts.

For example, the larger equipment purchased by the fire department lowers the ISO rating for every homeowner who in return saves on their homeowners insurance. The estimated tax increase for the firehouse is $50/1M. So you can pay $50/yr to the faceless insurance company on higher premiums due to lower ISO rating, or your can invest your $50 in equipment owned by the Village. I don't think paying your insurance company $50 will get fireman there faster, put more water on the fire, or provide any equipment whatsoever to help firemen help you.

Larger equipment needs larger firehouses. The other 27east article says there is 2" of clearance to get a firetruck in the firehouse.. 2"!!!

It was stated in that same 27east article that "Water Mill is the next step". I don't know why Southampton Village would build a firehouse miles out of the incorporated Village. People need to understand that the Southampton Fire Department (aka Southampton Village) and the Southampton Fire DISTRICT are two separate entities. The District encompasses the areas in the Town that are protected by the SFD. It would be the District that would undertake to build a firehouse outside the Village. And by the way, they have been overtaxing you since their inception, so if you are going to cry "too much money", why haven't you been looking at your property tax bill for the past 6 years? It's not too hard, they have their own line. But don't worry, they won't increase your taxes when they build, they ALREADY HAVE YOUR MONEY.

Simply put, I am tire of people screaming "excessive taxation" because of a headline. I you were truly concerned about your tax dollar, you would read your tax bill and be proactive rather than cherry picking from the headlines.

Southampton Town department heads try to dodge layoffs

I don't understand why the idea of salary freezes is such a monumental notion. Basically the Board has to cut xx dollars from payroll.

It's up to the union to figure out what they want to do. The Board can't dictate one way or the other. They are going to cut the money and the union should come up with some darn good ideas to protect the jobs of their members, be it salary freeze, layoffs, whatever.

In other part of the country unions have taken pay CUTS across the board to keep everybody employed. Trying looking to CT for some real budget reform. The police cannot have their car running with the A/C on if they are at a stationary post. Again, salary freezes is some kind of an Einstein idea?

And I wouldn't be too complacent about seniority. I think there are some depatments that are definitely short-staffed, and there are others that are overstaffed. Seems to me you excess the overstaffed positions regardless of seniority. Then again I'm not privy to contract details, so maybe somebody whose position is excessed in Town hall can be moved to the highway crew.." Sep 23, 09 9:17 PM

According to other articles here, she failed field sobriety tests refused the breath test and the chemical test.

Logically, she failed the field sobriety tests first. A field sobriety test is not "glassy eyes" and "breath smelling of an alcoholic beverage" It's failing a divided attention test. It's failing the nystagmus test. THere are any number of tests that could have been done. Has there been any report of what the specific tests are?

Having failed those, you may submit to a breath test. The little portable device you blow into on the side of the road. Maybe you failed the other tests because you're tired or have diabetes or whatever. The breath test is an option to demonstrate it is not alcohol induced.

Having refused the breath test and failed filed sobriety tests, it is reasonable for an police officer to ask you to submit to a chemical test, which was also refused.

This situation could have been easily averted. In my opinion no reasonable person would refuse these tests if they were not at least impaired. "Not trusting" the police is not the greatest excuse. Just exactly how do you falsify a chemical test result?" Sep 23, 09 9:38 PM

I do value my rights, but I believe certain crimes are given some leeway and I'm alright with that. I'm sure you probably know the latin/legal term for describing it.

DWI and crimes against children are examples of where I would be willing to grant authorities some leeway to infringe upon my rights for a greater good.

I don't see any comments disagreeing with this. I think the point is money is spent without the least notion of what the total costs are. First we have police cars that "usually come with lights and sirens" [see article on Dodge police cars] (never seen that, lights and sirens are always installed at the Dept's expense) and now we have $500 crosswalks. I don't think anybody is saying we don't need police cars and sidewalks, it's just discouraging that no department heads have a clear notion of what things cost. But more likely he would be charged with harassment. If he did in fact shove him. I don't know how much closer you could get to the definition of harassment than what allegedly happened. Aube would have been well within his rights to arrest him. Prudent thing to do? Probably not. But shoving somebody you know to be a police officer is.. well.. not smart.

Kabot's proposed $78 million budget will eliminate 48 town jobs next year

Cutting jobs is always a hard choice. But if you have 10 building inspectors that used to handle 1000 permits a year, and now you only have 500 permits (fictitous numbers), what do you do?

I'm all for reallocating staff to departments that are short-staffed, but at some point there just isn't enough work to employ everyone and carry them through this time.

If the union can make concessions, wherein the Town can continue employment of everybody at the same, or close to the same, cost as if it had cut the positions, it's win-win.

The problem, in my opinion, is the Union is not willing to make any concessions. They say they bargained in good faith-- I'd like to think the Town did the same. Even though the Town SHOULD have known the condition it was in, I don't think we can blame them for the economic downturn we are in now.

North of the Highway has it right. The Union is run by the senior members. The "senior members" will be everybody except the last 48 hired. I would like to believe they have some solidarity, but my observations say otherwise.

The guy that was just hired will be the first to go. He's probably trying to figure out why he paid union dues out of every paycheck. The majority will cast him aside to keep their salary increases.

Unions regularly throw new members under the bus. be it PBA (rookies have to work more days) or CSEA (have to pay part of their medical coverage), the majority will always vote to make the new people make concessions so they can get what they want.

Shame on the CSEA for not bringing anything to the table. “I have a [CSEA] contract that expires at the end of the year, I am not opening up this contract ... We will stand fast.” EXACTLY, it is up at the end of the year, why not do something NOW, a whole 3 months early, and save some jobs?" Oct 7, 09 4:03 PM

I think the Village learned from their mistakes. They tried modifying the existing building on St. Andrews Rd. and look where we are now.

I would also bet money the fire department doesn't care if it's a brick building looking like the train station or a big metal building. It's the taxpayers that don't want to stare at a big ugly building adjacent to one of the gateways into the Village.

If you look at the plans, this is bare bones. A lot of the expense is on the outside.
