Gery Gutierrez, 29, of Bay Shore was stopped by Quogue Village Police on Montauk Highway at 8:02 a.m. on Monday and charged with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor. Police said Mr. Gutierrez was originally stopped for not wearing a seat belt.
