Governor Kathy Hochul signed into law this week a measure that will allow towns and villages to lower the speed limits on local streets to 25 mph. Currently, the minimum speed that any local municipality can set for its streets is 30 mph, a level that officials in many cities and small communities have said is too high for narrow streets and areas with large numbers of pedestrians and bicyclists.
