Unless I’m mistaken, the Group for the East End just celebrated its 50th anniversary at The Bridge Golf Club in Bridgehampton. Yet for the past 10 years the Group has opposed a golf course resort in East Quogue known as the Lewis Road PRD.
It appears that a disconnect exists between theory and practice.
In East Quogue, the environmental coalition that opposes the Lewis Road PRD is led by the East Quogue Civic Association, an organization that has historically been opposed to a golf course, even when a previous developer proposed to build a course in lieu of houses. A former Southampton Town Board member, who lives in East Quogue and who supports the Lewis Road PRD, also opposed the golf course in lieu of housing.
The disconnect involves a zoning variance created by Southampton called a planned residential development, or PRD. A PRD is simply cluster zoning. It is supported by environmentalists because, in theory, it preserves open space. But a PRD also includes the added incentive of allowing the open space to be sold as a separate parcel, an incentive that in practice has the potential to increase density.
The developers of the Lewis Road PRD in East Quogue are on record for always having liked PRDs.
Because both environmentalists and the developers of the golf course resort supported a PRD, East Quogue wound up with an increased-density golf course resort.
