I have a few observations concerning an article published in the Western Edition of The Press on September 29 [“Golf Resort Hearing Closes and Vote Looms, Despite Objections From Southampton Planning Board Chair,” 27east.com, September 27].
When describing zoning concepts, words such as “modify” and “open space” must be used in context. The planned residential development submitted for a proposed golf course resort in East Quogue known as the Lewis Road PRD is not a “modification” of a previously submitted proposal known as The Hills planned development district.
A PRD is a different zoning vehicle from a PDD and should be analyzed as a newly submitted application — i.e., from scratch.
Second, under a PRD, the term “open space” is very misleading. It’s true that the open space on a PRD cannot be used to build more houses, because the development rights have been used. However, the open space can be used for a variety of businesses that include multiple large structures, such as a nursery or a winery.
In other words, under a PRD, the open space does not have to remain open.
