A rare divergence in the thinking of the members of the East Hampton Town Trustees has been laid bare by an even more rare circumstance: an application by a homeowner to build a dock in front of their house on Three Mile Harbor. The Town Trustees as a government body have approved the construction of only a handful of docks in front of private properties on town harbors in all of their more than 330-year history.
