Carthers, 32, of Bluffton, South Carolina, was arrested on April 5 at 7:30 p.m., and charged with DWI, a misdemeanor, for refusing a prescreen test, a violation, and for failure to stop at a stop sign, for improper lane use and unsafely moving from his lane of travel.
