QUOGUE — Issac Santos, 20, of New York City turned himself in to Quogue Village Police on May 29, taking responsibility for an event that occurred four days earlier. On May 24 at 12:30 a.m., police said, Mr. Santos was pulled over on Jessup Avenue for making an unlawful U-turn. He stopped, but then fled the scene, crashing into a tree a short distance away, then jumping from the car. A search took place, but was fruitless, according to police.
