Only 136 vehicles would be allowed on the beach at any one time during the day in summer, and they would be divided into six blocks of between 10 and 48 vehicles, parked end to end in two rows, with no-vehicle buffer zones between them to allow homeowners to access the beach in front of their houses with having to sit between vehicles.
