Several readers have written letters expressing dismay that affordable housing is concentrated in the higher tax rate communities. There’s a way to solve this.
Make a list of all school districts beginning with the lowest tax rate to the highest. Build affordable housing in the district with the lowest tax rate, until that rate equals the tax rate of the higher districts. And then move on down the list until the tax rate in all school districts is equal.
