The Westhampton Beach Board of Education heard the first two of several department budget proposals for the 2013-14 fiscal year on Monday night, kicking off what is shaping up to be a difficult budget cycle for the district.

Overlay districts are a common zoning tool used by many municipalities. Southampton Town has used them to varying degrees of success — the aquifer protection overlay district has been a winner; a downtown overlay district in Hampton Bays less so — in various parts of the town.
