Ward, 59, of Sag Harbor on misdemeanor charges of driving under the influence of drugs and criminal possession of a controlled substance in the seventh degree, namely amphetamine, Friday night. SAG HARBOR VILLAGE — A Terry Drive man turned himself in at police headquarters on Division Street on Monday to be processed on a misdemeanor charge of obstructing governmental business. Justin Franks, 40, was also charged by Sag Harbor Police with violating village code regarding noise. According to the report, police had originally encountered Franks around 4 a.m. on Saturday when an officer went to his residence in response to a noise complaint. The owner of the store had placed a boot on a vehicle parked in the lot because, the owner told police, the vehicle been parked there for over half an hour. The owner of the vehicle said he had gone into the store and done some business there, but then had gone to another store to get a bottle of water, returning to find his vehicle booted.
