MONTAUK — Joseph Mangano, 29, of Bohemia was charged by East Hampton Town Police with criminal mischief in the third degree, a felony, as well as harassment, a violation, on Saturday night near the Hither Hills overlook on Montauk Highway. According to police, Mangano had driven out to Montauk with another person, with whom he got into a heated dispute, and they pulled over near Beech Street. The East Hampton Village Police Department frequently receives reports throughout the year regarding seals whom the caller believes are in distress. East End marine rescue services for aquatic mammals have explained previously, many times, that because seals, despite being mammals, spend almost their entire lives underwater, or on the surface of water, they can appear in distress when on land, when they are simply sunbathing.
